# 30474: Toll Free verification rejection - Need end business

## Description

This error means your Toll-Free Verification submission was rejected because the submission identified the ISV, reseller, or software provider instead of the end business that has the relationship with the opted-in consumer. As of January 31, 2024, unverified or pending toll-free numbers are blocked from sending messages to the United States and Canada until verification is approved.

### Possible causes

* You submitted the ISV, aggregator, or platform business name, address, website, or contact details instead of the end business information.
* The submission did not clearly identify the business that actually sends messages to the opted-in consumer.
* The end business information was incomplete, missing, or not collected before the verification request was submitted.
* You submitted a trial or onboarding flow without collecting the full end business details required for toll-free verification.
* If you are an ISV, you did not complete an approved Primary Customer Profile for your own business before registering end businesses.
* Your use case did not clearly show that the ISV manages the opt-in flow and is the sole creator of the message content in cases where an exception might apply.

### Possible solutions

* Resubmit the Toll-Free Verification request with the end business's legal name, address, website, and business contact information.
* Make sure the submission reflects the business that the consumer recognizes and has opted in to hear from.
* Update your onboarding process so you collect the end business details before you submit a toll-free verification request.
* If you are an ISV, create a Primary Customer Profile for your own business in the parent account and wait for approval before registering end businesses.
* If you already use Customer Profiles for downstream businesses, make sure the verification request references the correct end business profile.
* If your use case is one of the limited exceptions, explain clearly that you manage the opt-in mechanism and are the sole message content creator before resubmitting.
