# 30513: Toll Free verification rejection - Opt-in not sufficient: Language Unclear

## Description

Twilio rejected your Toll-Free verification submission because the opt-in language does not clearly show that recipients are consenting to receive text messages. Messaging traffic on the Toll-Free number remains blocked until the number is verified. During review, Twilio evaluates the business, use case, sample content, web presence, opt-in or consent flow, and related terms or privacy policy.

### Possible causes

* The opt-in language does not clearly ask the user to consent to messaging.
* The opt-in flow does not explicitly mention SMS or text messaging.
* The consent language is buried in your terms of service or privacy policy instead of appearing as part of the opt-in flow.
* The language does not make clear what messages the user is agreeing to receive.

### Possible solutions

* Rewrite the opt-in language so it explicitly asks users to agree to receive SMS or text messages from your business.
* Keep messaging consent separate from acceptance of your privacy policy or terms of service.
* State what messages the user will receive so the consent is specific and easy to understand.
* Update your verification submission with publicly hosted images or URLs that show the full opt-in workflow and the text shown to the user.
* After you correct the opt-in flow, resubmit the verification request if your rejected submission is eligible for editing and resubmission.
