# 30519: Toll Free rejection: Privacy policy required for personal data collection

## Description

This error means your Toll-Free Verification submission was rejected because your business collects personal data and the submission did not include an acceptable privacy policy. Messaging traffic on this Toll-Free number is blocked until the number is verified.

### Possible causes

* No privacy policy was included in your submission.
* The privacy policy URL was invalid or inaccessible.
* The privacy policy does not explain how personal data is collected, stored, used, or protected.
* Required privacy disclosures are missing from the policy.

### Possible solutions

* Publish a privacy policy on your public website if your business collects personal data.
* Make sure your privacy policy clearly explains how personal data is collected, stored, used, and protected.
* Include information about your messaging practices in the privacy policy when it applies to your use case.
* Provide a valid public `privacyPolicyUrl` in your Toll-Free Verification submission.
* Make sure the privacy policy URL loads without login requirements, IP restrictions, or other access controls.
* If your rejected submission can be edited, correct the privacy policy information and resubmit the verification request in Console or through the Toll-Free Verification API.
