## Description

Twilio blocked this outbound Elastic SIP Trunking or Programmable Voice call before it reached the destination. This error occurs when Twilio cannot complete the call due to regulatory restrictions in the region.

### Possible causes

* Regulatory restrictions prevent the destination from being reached.
* You are attemtping to forward a call that was received to a domestic number to an international number.

### Possible solutions

* Forward calls to numbers that belong to the same Geographical region as the initial incoming call.
