# 63039: Facebook warning: reduce message rate outside 24-hour window to avoid restrictions

## Description

Twilio returns this error when Facebook warns that your Page is sending messages outside the 24-hour window at a rate that may be considered bothersome or abusive. Facebook Messenger on Twilio is a user-initiated channel, so a user must message your business before you respond and you can reply within 24 hours of that inbound message.

### Possible causes

* Your application sent messages to a Facebook Messenger user after the 24-hour response window had closed.
* The content, frequency, or rate of your messages caused Facebook or the recipient to treat them as spam, abusive, unpleasant, or otherwise bothersome.
* Users reported messages from your Page, which can lead Facebook to place restrictions on Messenger activity for that Page.

### Possible solutions

* Immediately reduce or pause messages to the affected user outside the 24-hour window.
* Limit Facebook Messenger traffic to replies that follow an inbound user message and keep those replies within the 24-hour response window.
* Review your message copy and sending cadence. Remove repetitive, irrelevant, or promotional content that users may view as bothersome.
* Recheck your audience and consent flow so you only message users who recently engaged with your Page and expect a reply.
